Request for Pre-K and Elementary Math Curriculum Materials

The Puyallup School District Teaching and Learning Department is seeking information and pricing quotations for PreK–5th grade mathematics curriculum materials to support instruction in elementary classrooms across the district. This Request for Information (RFI) will help the district learn more about available core and intervention math programs, including supports for 6th grade general education math.

Course Overview

The PreK-5 mathematics program is designed to build a strong foundation in:

  • Number sense and operations
  • Fractions
  • Measurement and geometry
  • Problem-solving and mathematical reasoning

Students learn to think mathematically by exploring patterns, using models, and explaining their reasoning. Through hands-on activities, real-world tasks, and collaborative learning, students develop confidence and fluency with essential math skills. The program emphasizes conceptual understanding, procedural accuracy, and the ability to apply math strategies in a variety of situations to prepare students for deeper mathematical learning in later grades.

Vendors are also invited to submit materials that support:

  • PreK-5 elementary math intervention
  • 6th grade general education math

Key Dates

  • Request for Information (RFI) release date: Monday, December 8, 2025
  • Written response (white paper) due: Monday, January 5, 2026, by 4:30 p.m. PST
  • Sample materials due: Tuesday, January 20, 2026, by 4:30 p.m. PST

What We Are Looking For

The district is seeking information on high-quality PreK-5 mathematics curriculum materials that:

  • Support rigorous math instruction aligned with grade-level standards
  • Provide clear pathways for conceptual understanding, fluency, and application
  • Include supports for diverse learners, including students not yet reading at grade level, multilingual learners, and students with learning differences
  • Offer meaningful extensions for students who are exceeding grade-level standards
  • Integrate technology in ways that enhance teaching and learning
  • Reflect multiple perspectives and highlight the stories and experiences of traditionally marginalized groups where appropriate (for example, in problem contexts, real-world scenarios, and visual representations)

This request is solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) and does not commit the district to purchase or contract for any materials or services.

White Paper Requirements

  • Interested parties are asked to submit a white paper (maximum 30 pages) by Monday, January 5, 2026, at 4:30 p.m. PST.
  • White papers should be submitted via email only to: instructionalmaterialsadoption@puyallupsd.org
  • Please use the following email subject line: RFI January 5th, 2026 ELEM: PreK-5th Grade Math Curriculum Response: [Enter Product Name]

White papers should be organized into the sections below.

Section 1: Administrative Information

Provide:

  • Company name
  • Business address
  • Name of primary point of contact
  • Email address
  • Telephone number
  • Business license number
  • EIN
  • Business type (corporation, partnership, individual, other)

Section 2: References

Provide a list of at least three references that:

  • Have used the proposed curriculum materials for at least one year, and
  • Can provide feedback on implementation, effectiveness, and support.
  • Include district/organization name, contact name, role, email, and phone number.

Section 3: Program Quality

Include a summary explaining why you believe your curriculum materials are high-quality. You may wish to highlight:

  • Alignment with state standards and instructional frameworks
  • Research base or evidence of effectiveness
  • Design for teacher usability and implementation
  • Support for student engagement and mathematical reasoning

Section 4: Instructional Questions

Please respond to the following questions in relation to your curriculum materials:

  1. Inquiry and engagement: How do your curriculum materials allow students to engage in inquiry-based learning?
  2. Meeting diverse needs: How do your curriculum materials address the learning needs of all students including, but not limited to, students not reading at grade level, multilingual learners who qualify for English language learning services, students with learning differences, and extensions for students who are exceeding grade-level standards?
  3. Multiple perspectives: How do your curriculum materials incorporate multiple perspectives of historical events?
  4. Representation and equity: How do your curriculum materials highlight the stories of marginalized people?

For math materials, you may address these last two questions through problem contexts, real-world applications, and representation within examples, visuals, and supplemental resources.

Section 5: Itemized Quote

Provide an itemized quote, valid for 120 days, for the following (as applicable):

  • Number of hard copies of teacher’s editions
  • Number of teacher online access licenses (7-year access)
  • Number of student textbooks
  • Number of student access licenses to online materials (7-year access)
  • Number of hours of professional development, to be utilized over three school years

If your company does not provide one or more of the items listed above, please clearly indicate that in your quote.

Please also include a list of materials that are available in languages other than English.

How to Submit Sample Materials

Interested parties are requested to submit sample materials to showcase the quality of their instructional resources by Tuesday, January 20, 2026, by 4:30 p.m. PST

All materials submitted in response to this RFI become the property of the Puyallup School District. If or when a contract is awarded to one of the vendors, the district reserves the right to destroy any sample materials submitted during this RFI process.

Data Privacy and Technology Integration

Selected vendors will be required to:

  • Protect the confidentiality and security of student and employee data in accordance with district policies and a Data Sharing Agreement
  • Complete a Technology Integration Form outlining infrastructure requirements, technical specifications, and any necessary integrations to ensure successful implementation within the district’s existing systems
