Overview
The Puyallup School District Multilingual Education Department oversees and guides district services for students and families developing English language skills. We believe multilingualism and cultural diversity is an asset to our community.

Multilingual Learning (MLL) Services
The Multilingual Learning (MLL) program supports students who are developing proficiency in English while maintaining and valuing their home languages.
Within the Multilingual Education Department, you may see the following terms used:

MLL – Multilingual Learner: Refers to students who are learning English in addition to one or more other languages.

DL – Dual Language: Refers to the Dual Language program, which provides instruction in two languages to promote bilingualism and biliteracy.

MLE – Multilingual Education: Refers to the department as a whole, which includes both the MLL and Dual Language programs.
How Do Students Qualify for MLL Services?
When families enroll their student to the district, they will submit the Home Language Survey, asking which language the student first learned. If it is not English, MLL staff will assess the student’s English skills, which will determine if they qualify for MLL services.
MLL Testing
Students that qualify for MLL services take the WIDA ACCESS Test which is an annual assessment of their English Language Development (ELD) skills. The student will continue to qualify for MLL services until they reach a level of high English proficiency based on required WIDA ACCESS scores and possibly SBA scores.
The length of time to gain proficiency is unique to each child. Research shows that language development takes 5-7 years.
How Students Are Supported
Students who receive MLL Services are in general education classrooms where they receive English language development support while learning the same academic content as their peer. Teachers use strategies that make lessons understandable and engaging for all learners.
What This Looks Like in the Classroom
- Building Background Knowledge: MLL Instruction connects new concepts to students’ prior knowledge, culture, and real-world experiences.
- Integrating English and Core Subjects: Students learn English while also learning math, science, reading, and social studies.
- Blended Learning: Students use a combination of MLL and regular classroom materials to learn conversational English while developing academic skills.
- Accommodating Students: Classroom teachers will modify lessons based on the student's English language needs.
- Promoting Interaction: Students practice communication skills through discussions, group projects, and classroom collaboration.
- Proven Teaching Practices: Teachers use visuals, demonstrations, vocabulary support, and step-by-step guidance to help students connect new ideas to what they already know.
Additional Services
Some students may also receive small-group or one-on-one instruction from an MLL-certificated teacher or a trained paraeducator for part of the school day. The type and amount of additional support depend on each student’s language proficiency and learning goals.

- WA English Language Proficiency (ELP) Standards - The ELP Standards are a set of goals that help multilingual learners develop English-speaking skills to do well in school subjects like reading, writing, math, and science. The standards were created by education experts to align with college-and career-ready expectations.
- Pierce College - English as a Second Language (ESL) - Learn English for work, school, and life through Pierce College’s ESL classes with flexible schedules and pathways to college and careers.
- OSPI - English Language Proficiency Assessment - Manages all ELP assessments in Washington. This includes both ELP placement assessments and ELP annual assessments.
