Replacement EP&O Levy: What It Funds, What It Costs

On Monday, November 17, 2025, the School Board unanimously approved a resolution to place a replacement Educational Programs & Operations (EP&O) Levy on the ballot for voter consideration in the February 10, 2026, special election.

What is an EP&O Levy?

Educational Programs and Operations (EP&O) fund important school services and positions like:
- Teachers
- Support staff
- Supplies
- Materials
- Class size
- Services
- Operating costs
- Transportation
This levy is a short-term, locally approved property-tax measure that allows the community to support essentials that keep schools running and thriving beyond what state funding provides.
The EP&O replacement Levy is not a new tax. It would continue funding for Puyallup School District educational programs and services not fully supported by state and federal funding.
Levy Voter Approval and Renewal Process
- Voters can approve EP&O levies for up to four years. After four years, the levy will expire. Much like a magazine subscription, the levy must be renewed. Districts may then go back to voters and ask for a replacement levy.
- The current EP&O Levy was approved by voters in February 2022 (Proposition 1) and is scheduled to expire at the end of 2026.
How Does Local Levy Funding Work?
The information below shows how local EP&O levy funds support both the district’s operating budget and specific staff positions across Puyallup schools.
Current State of the District's Operating Budget and Programs
Like many school districts across Washington State, Puyallup School District is experiencing a structural budget deficit, meaning when expenditures are greater than revenues.
Understanding the district's Budget Restoration Process is just one part of the picture. It’s also important to know why PSD, like many districts across Washington, is facing a deficit.
Causes of the deficit include:
- Rising costs for staffing, transportation, and student programs
- Moderate enrollment, which affects state funding levels
What Happens if the EP&O Replacement Levy Does not Pass?
If the EP&O replacement levy is not approved, the district would lose a significant portion of its operating budget. As a result, additional adjustments may need to be made to staffing, programs, and services across the district to address the district's budget deficit.
Financial Oversight and Property Tax Accountability
The EP&O Replacement Levy (Proposition 1), if approved, seeks to maintain a tax rate of $2.50 per $1,000 of assessed property value. It would be collected over four years, beginning in 2027.

Washington State law (levy lid) limits local EP&O levies to no more than $2.50 per $1,000 of assessed property value (AV).
What Does “$2.50 per $1,000 of Assessed Value” Mean?
Example: A home valued at $500,000 would pay up to $1250 per year for the EP&O levy.
Calculation: ($500,000÷$1,000)×$2.50=$1,250 per year
Historic and Projected Property Tax Rates (2020-2030)
The total school property tax rate per $1,000 of assessed value over time, including both actual rates from 2020-25 and projected rates from 2026–2030 (if the EP&O Replacement Levy is approved).
Additionally, it also shows how each year’s total is divided among the 2015 Bond, 2024 Capital Levy, technology levy (where applicable), and EP&O levy funding sources. Projected rates are estimates and may change based on future voter-approved measures.

Families, staff, and community members are invited to attend our upcoming Educational Programs & Operations (EP&O) Levy Information Sessions to learn how the levy supports critical student programs, classroom staffing, safety, special education, and daily operations across the Puyallup School District.
