Where We're Growing: Heritage Heights Brings New Homes to Region 2

Region 2 continues to experience steady residential growth with the approval of Heritage Heights; a new single-family housing development located directly across from Rogers High School. Formerly referred to as Starkel Estates, Heritage Heights will bring 87 detached homes to the area—further shaping local enrollment trends and long-range school facility planning. 

Heritage Heights falls within the attendance boundaries of Zeiger Elementary, Ballou Junior High, and Rogers High School. These schools are closely monitored for enrollment impacts due to ongoing housing development across the southern portion of the district. 

Rogers High School, which has served the community since 1968, now enrolls a student population that exceeds its original design capacity. In 2024, the Bond Advisory Committee recommended a series of investments to address this, including an expansion to increase the school’s capacity to 1,800 students and enhance instructional spaces. The district remains committed to responsibly managing growth. Following guidance from the School Capacity and Utilization Task Force (SCUT), three portable classrooms will be added to the Rogers campus and ready for use by Fall 2025. These portables represent one of several planning tools the district uses to respond to current needs while long-term solutions are explored. 

The Heritage Heights project further highlights a broader pattern of housing developments expanding across region 2, contributing to rising enrollment in an area already operating above capacity. As with all new residential projects, SCUT is tracking the impact of this development closely to inform future recommendations, which may include boundary reviews, waiver limitations, and capacity adjustments. 

As the district continues to navigate growth and infrastructure needs, community engagement remains a central part of the planning process. Proactive communication, strategic forecasting, and data-driven recommendations will guide the path forward.
