East Town Crossing and School Capacity Planning

The City of Puyallup has approved East Town Crossing, a multi-family housing development located directly across from Shaw Road Elementary. The 179-unit project is currently under construction and leasing has begun on the first set of apartment buildings completed, bringing new residents through the next year.   

As with all residential growth in the region, the Puyallup School District is closely monitoring how East Town Crossing and similar developments may affect school enrollment and facility capacity. The development sits within region 3, where students attend Shaw Road Elementary, Kalles Junior High, and Puyallup High School. Students and families from East Town Crossing will have crosswalk supervision provided along their walk route to Shaw Road Elementary.  A school speed zone was recently established along Shaw Road adjacent to the school to reduce traffic speeds as more students walk to and from school. 

Current Capacity Trends 

Shaw Road Elementary has a built capacity of 686 students and a total capacity of 752 with portables. The school currently utilizes three portable classrooms to support existing instructional programs. 

While Shaw Road’s projected enrollment appears stable, capacity pressures could shift if neighboring schools experience changes. In particular, the School Capacity and Utilization Task Force is reviewing contingency plans related to Spinning Elementary, including the feasibility of temporarily housing students at nearby schools should a future closure become necessary. This scenario could significantly reduce Shaw Road’s available space. 

Planning for Growth and Flexibility 

As East Town Crossing progresses, the district will continue to monitor housing occupancy rates and their impact on student enrollment. Multi-family developments often generate enrollment growth gradually, but cumulative effects across several projects can place strain on existing facilities. 

District staff and the School Capacity and Utilization Task Force will use updated data to assess how best to balance enrollment, maintain program quality, and plan for potential facility needs within region 3.
