SCUT Refines Feasibility Work on Elementary Housing Scenarios

The School Capacity and Utilization Task Force (SCUT) held its fourth meeting on November 12, 2025, to continue studying how the district can address enrollment shifts and aging facilities at Spinning and Waller Road Elementary. The work of the task force is only to research the facts and explore what is possible. 

Members acknowledged the complexity of this work and the potential effects that school changes could have on families and learning communities if either building were to reach a point where it could no longer be maintained. The meeting focused on updated housing options for Waller Road and a renewed look at earlier analysis for Spinning Elementary. The discussion took a deep look into classroom availability and capacity, student experience, transportation considerations, and how any adjustments could influence neighborhood connections and feeder patterns. 

“This is complicated work, and each scenario has to be more than just numbers on a spreadsheet,” said Brian Devereux, Director of Facilities Planning. “It’s about what the student experience would look like and how we maintain strong learning environments while managing space responsibly.”

The task force also continued exploring whether moving sixth grade to the junior high level, like the North Hill model, or making limited boundary adjustments could help balance enrollment in the region. Members emphasized keeping student groups together whenever possible and requested more information on transportation and operational impacts at its next meeting. 

A preliminary second review of options for Spinning Elementary also took place. Members examined updated capacity information for Kalles Junior High and nearby elementary schools and agreed that additional analysis is needed before identifying any viable options. The task force will continue its discussion of potential solutions for Spinning Elementary at the December 2 meeting.

“Our goal is to ensure that every option the task force studies is grounded in reality,” said Brady Martin, Executive Director of Construction, Maintenance, and Facility Planning. “These feasibility reviews help us understand what’s possible and what would require significant investment before any decisions are brought forward.” 

No decisions were made. The task force will continue studying three scenarios: one focused on Waller Road Elementary, one focused on Spinning Elementary, and one that addresses both schools together. 

The task force will meet again on December 2 before presenting its Alternative Housing Feasibility Report to the School Board at a study session on December 12
