Maintaining the quality and integrity of our schools and facilities is a responsibility we take seriously. We are committed to investing our time and resources to ensure the best care for these important community assets. One of the key programs we have in place to fulfill this commitment is the Asset Preservation Program (APP).
Managed by our Operations Department, the APP serves a vital purpose: to protect the public's investment in our state-assisted construction of school facilities. This program safeguards these facilities through a comprehensive building maintenance system. Not only does it aim to ensure the longevity and functionality of our school buildings, but it also plays a critical role in maintaining eligibility for state assistance on major capital projects, such as new schools and significant school renovations, on a 30-year cycle.
The APP operates systematically based on observation, evaluation, and action. It begins with assessing various building areas using the OSPI (Office of the Superintendent for Public Instruction) Study and Survey's Building Condition Evaluation (BCE) form. This evaluation covers 20 specific areas divided into six categories, evaluated using objective and subjective criteria.
Once the areas requiring attention are identified, the program defines the components within each area and suggests appropriate actions, including predictive (life cycle replacement), preventative, restorative, and other maintenance tasks. By implementing these measures, we work to ensure performance accountability, promote student health and safety, maintain an optimal learning environment, and extend the lifespan of our school buildings to minimize future capital investment needs.
