Budget Restoration: Addressing the Puyallup School District Budget Deficit
Financial Planning for 2026–27
The Puyallup School District (PSD) is beginning a budget restoration process to address long-term financial challenges and ensure we can continue delivering a high-quality education to every student. Throughout this effort, we will keep our community informed about what this means, why it is happening, and how we plan to move forward.
What is a Budget Restoration?
Budget restoration is the process of making sure the money we spend (expenditures) matches the money we receive (revenue).
Goals of Budget Restoration
-
Keep the district financially stable
-
Prioritize classrooms, teachers, and core learning programs.
-
Make decisions that are fair for all students and sustainable over time
-
Support the district’s financial future so schools remain strong for years to come
Timeline for Implementation
This process will unfold over the coming months, shaping the current school year and the 2026–27 budget cycle.

Why is PSD Facing a Budget Deficit?
Like many school districts across Washington, Puyallup School District is experiencing a structural budget deficit—when expenditures are greater than revenues.
Key Factors Driving the Deficit
Understanding the budget restoration process is just one part of the picture. It’s also important to know why PSD, like many districts across Washington, is facing a deficit.
-
Rising costs for staffing, transportation, and student programs
-
Flat or declining enrollment, which affects state funding levels
-
Basic education funding formulas provide support for schools, but do not cover everything districts need (e.g., materials, supplies, operating costs, transportation, special education)
Protecting Student Learning Requires Planning Ahead
In recent years, PSD has used reserves (savings) to cover these factors. However, this approach is no longer sustainable. Without proactive planning, reserves will run out in the next few years, limiting our ability to protect student learning.
School Funding and its Challenges
State and federal dollars provide significant support, but districts often spend more than they receive to educate students.
